Severe Thunderstorm - High Winds

Definition

In general, high winds can occur in a number of different ways, within and without thunderstorms. The Federal Emergency Management Agency (FEMA) distinguishes between these, as shown in the following table.

The only high winds of present concern are thunderstorm winds and downbursts. Straight-line winds are common but are a relatively insignificant hazard (on land) compared to other high winds. Downslope winds are common but relatively insignificant in the hilly areas of Louisiana, where they occur. Nor’easters are cyclonic events that have at most a peripheral effect on Louisiana, and none associated with high winds. Winds associated with hurricanes and tornadoes will be considered in the respective profiles for each of these hazards. 

The Beaufort Wind Scale, first developed in 1805 by Sir Francis Beaufort, aids in determining relative force and wind speed based on the appearance of wind effects (Table 36).

Location and Extent

Because high winds caused by thunderstorms are a climatological based hazard and have the same probability of occurring in New Orleans as all of the adjacent parishes, the entire planning area for Orleans Parish is equally at risk for thunderstorms. Thunderstorms may produce winds at all levels of the Beaufort Wind Scale and higher across the planning area.

Hazard Impacts

Major damage directly caused by thunderstorm winds is relatively rare, while minor damage is common and pervasive, and most noticeable when it contributes to power outages.  These power outages can have major negative impacts such as the increased tendency for traffic accidents, loss of revenue for businesses, increased vulnerability to fire, food spoilage, and other losses that might be sustained by a loss of power.  Power outages may pose a health risk for those requiring electric medical equipment and/or air conditioning.

Vulnerability

Based on the past 25 years (1994-2019) of NOAA data, the annual probability that New Orleans will experience high winds caused by severe thunderstorms is 100%. For a list of vulnerable critical facilities please see Appendix C.
